I did a full reinstall and removed any mods that I installed after the date that I noticed it happened and reverted to an older save.
I've spent almost a week trying to fix this and I'm ready to throw in the towel. Sometimes it looks like a moire, other times it looks almost like horizontal shutters are being opened and closed. It only seems to occur at certain times of day when the sun is high (between 12-1:30). I suddenly have this odd moire shadow pattern that appears on some rocks and certain walls, such as Whiterun's walls.
